I can login and reset the password of my outlook account online but I cannot receive the email when trying to reset my pin on my Windows 10 machine

I have tried Change or Reset Your PIN in Windows - Microsoft Support and I can't sign in to my Microsoft account - Microsoft Support I have also tried to use the newly reset password from outlook.com as my PIN on my laptop but didn't work, the laptop is connected to the internet and when clicking to reset the pin it claims a code has been sent to my email address (at outlook.com) but nothing is received
