Windows menu and settings not responding to mouse click

Hi,I don't know when this started but I cannot click anything on the windows menu or anything in the settings app. I can however interact with the control panel just fine. There is an update that is critical but I cannot update as I cannot click anything in the settings menu.Other than the windows menu, settings app, snip and sketch (I cannot create a rectangle for screenshotting), I can click and open.I can type into the windows search bar or the setting search bar but not click or right click
