Windows doesn't let me the Admin do Admin changes to time zones

when ever i click on change time zones in control panel it says "unable to contiune You do not have permission to perform this task. Please contact your computer admin for help" but i am the admin i can do every other admin task except this. and ontop of this, i can't send in any screenshots either. i bought this laptop how is this possible.
