Windows 10 Pro will not activate

Over the last several years I bought the parts and software for my final and best PC build. Now it is running but the Windows 10 Pro DVD I bought will not activate. It was bought brand new years ago from a legit reseller. I only use genuine stuff. Is this a Microsoft issue? Or a package DVD issue? Support is non-existent as I've already wasted tons of time I don't have on the automated endless loop phone and internet unable to reach any support. The package the DVD came in says OEM on the microsoft sticker. It was the only legit version I could buy back then as it seemed MS didn't sell ol
