Why does my window change when I mouse over the taskbar?

For some reason, my computer just randomly started doing this.I mouse over my taskbar, and it changes windows without clicking anything. I have PowerToys installed, so it might be something in there, but I have dug through all the settings (including the Windows ones) I could find and didn't see anything.Here is a video of it happening: 2025-02-26 13-20-28.mp4
