Why do I have yellow borders around my screen (Not OBS issue)

A couple weeks ago I turned on my computer and it looked different. When i opened apps they looked weird and they all had a yellow border (shown below). I didnt know what was wrong and searched it online. I didnt get answers I was looking for as they all talked about OBS which i do not have. I ran multiple virus and malware scans and nothing showed up. Due to this i restarted my entire computer as in erasing everything and setting it up as a new computer. All was fine for about a week until the same thing popped back up. Does anyone know why this is happening because i dont know what to do.
