Why can't I download windows 11 on my PC when it says its compatible?

I'm trying to download windows 11 on my PC, at first it didn't meet the requirements as i had to turn on the settings for TMP 2.0 but now i have done that the pc health check app says it's compatible however the update still doesn't show in settings and if I try to download it in other ways my screen stays blank until i turn it off and on a few times and then it goes back to windows 10. Is there anything else I could try?
