I don't understand why Microsoft wouldn't let me download Windows 11.

Well, honestly, I know the basics of PCs and notebooks, and I'm asking this to understand and know more, sorry for my ignorance. I was checking if my notebook could receive the Windows 11 update, and it says no. I meet all the requirements except that 'the processor is not compatible with Windows 11.' The requirement is 1GHz or faster, and my PC has 1.10GHz. The PC Health Check app shows the processor as 'Intel(R) Pentium(R) CPU N4200 @ 1.10GHz 1.10 GHz,' and I don't understand why it wouldn't let me download it. My device meets all the other requirements except the one I mentioned before.
