why are downloaded files saved to my computer? If I want to keep them I'll save them to whichever folder I want them.

When I download a document, it automatically keeps it in the downloads folder. I don't want to keep every download and if I do, I'll choose where I want to keep it. How do I stop this? It's only happened since I went from windows 10 to 11, which I did reluctantly and which I now regret doing.
