Windows changes folder properties after I set them

Windows 11 Home, version 21H2, with most recent updates.I don't like the default choices Windows makes for displaying folder contents in Explorer. I prefer to optimize all folders for "General items", which I set to my preferred display mode ("List"). If I want to see more about files, I can change the folder view or right-click the item.
