Who can I talk to to get logged into my account

[Windows Server]

I, apparently, have accounts with Microsoft with two different email addresses. I am going to have to reinstall Office on my system. So I need to be able to log into MS to download MS Office. I logged in with email addy 1. That's not the account that I purchased Office with.I now can not log in with email addy 2. I get message I have "tried to log in too many times". I tried contacting support and they send me a link to change the password. I CAN'T GET TO WHERE I PUT IN THE PASSWORD!Where can I go to get help with this?
