Weird mouse glitch

So this happens with every mouse and for some reason, only in the back USB ports—on ALL of them, even on different motherboards. I’ve tried all kinds of things.I usually use a wired mouse, and when I start my PC, I have to enter my code. If I DON’T move my mouse and just log in with my pin, the cursor doesn’t show up, and I have to restart my PC and move the mouse on the login screen. If I use my mouse wirelessly, it doesn’t work at all for the first 5 seconds, but it does work in the front port.
