Unable to logg in to locked administrative windows account

Hello.I have somehow managed to lock myself out of the only account on the pc, its an admin account named admin1. I tried to change it so that admin would not require a password, and now it shows up with "The referenced account is currently locked out and may not be logged on to", and it never changes away from it, which keeps me locked out. Nothing happens when I press SHIFT+F10 to open CMD while in the windows login screen. Holding SHIFT+ RESTART results in a black screen / it not booting correctly, so that option seems impossible too.
