Transfer file from phone to computer by USB..I get ...phone cannot be reached...

My laptop has previous owner ..I have entered my stuff on it before...BUT I am not able to get my photo gallery into it. I have opened file transfer...I am using a new USB ...I can see my gallery phone wise...but I get message that my phone cannot be reached...that a note has been sent to my phone ..I cannot find that note..I have signed up with Microsoft for both ph. and comp. NOTHING is working....yet I tested my sig other's laptop and it works ! ..WT...?
