Time zone unable to change

I recently got a new laptop, and the time has been set to mountain time (UTC-07:00) but it should be in eastern time (-05:00) if i have set time zone automatically it defaults to mountain time. If i turn it off the dropdown box to change the time zone is not there. If I use control panel it says i have no admin privileges even though I have all admin abilities and am the only account on this device. There is no parent account either.
