This happened me yesterday and today, when i turn on my laptop it doesn't turn on

So when i turn on, it doesn't, BUT, when i close and open again, it magically boots, another cuestion, when SOMETIMES i boot the laptop, the taskbar doesn't load totally, and RARELY the CPU clock keeps on 0,39 Ghz
