Recover account

[Windows 11]

I cannot access my account because I set up the account with a 2-way authentication. I no longer have access to my Microsoft authenticator app so cannot change my password. MSN says sorry we can’t help you. How do I recover my account?? Does anyone have a phone number to call to talk to a live customer service person?
