Positioning windows above the screen

[Windows 11]

I'm running Windows 11. I often want to position a window so that its top bar is partially offscreen (there are several reasons why I might do this.) Until a recent update, I could do it easily by dragging the window up. But now that doesn't work; a window dragged above the top of the screen immediately snaps back so its top bar is fully in view. Any ideas on how I stop that?
