Positioning windows above the screen

I'm running Windows 11. I often want to position a window so that its top bar is partially offscreen (there are several reasons why I might do this.) Until a recent update, I could do it easily by dragging the window up. But now that doesn't work; a window dragged above the top of the screen immediately snaps back so its top bar is fully in view. Any ideas on how I stop that? I really want windows to just stay where I put them.I see that others have asked about similar issues in the past, but I don't see any recent threads, and the one concrete suggestion I saw (changing the DockMoving string
