New Update Prevents Windows Being Placed Off the Top of the Screen

The new Windows Update prevents any window from being moved partially off of the top of the screen. I need that extra space. (messing around with the SNAP function doesn't fix it) So can this be turned off and if not, is there another operating system that will let me do this?
