Please Help. I have locked another device, in my MS account, and now it wont open with my Admin password on the device.

Please Help. I have locked a device that showed the incorrect location in my Microsoft account. Now I cannot log in to that device. The message that appears on the sign in screen is "An administrator has restricted sign in. To sign in make sure you are connected to the internet. Let your administrator first sign in. I have done that, but still is not able to unlock my device. I am in my Microsoft account on another device, but nothing happens. Please assist.
