PIN not working to access computer

[Windows 11]

I can't get into my computer. I purchased a new computer and when I was setting up Windows 11 on the new computer realized that I no longer have access to the e-mail that it was set up under. I accessed my Windows account on my phone and updated my e-mail, but it says that there is a security action pending and it won't be changed for 30 days. Now, my PIN is not working on my new computer (getting error message 0xd0000225), and I tried restarting the computer using the shift key as suggested in this forum, but to complete the actions to rename the NGC folder, my computer requires a recovery
