win11 microsoft pin reset code email not being received

Hello, I'm logged out of my computer, face recognition no longer works, the PIN is not recognized and there's no other way to log in. I see error 0xd0000225.When I click on set my pin, it tells me I will receive a code. My computer is connected to the internet and I am looking at my Hotmail email on my phone without any issues but the code never comes. I have tried to start in safe mode (shift, windows +R, force reboot 3 times) after reading other responses to similar issues but nothing works. I am desperate. Please help.
