Permanently selecting a default app

Microsoft Office 2010 (the Microsoft Office Picture Manager) is set as the default app for opening graphic files, including PNG.Yet when I double-click on a .png attachment to an email, I invariably get this:I click on "Always," but it just doesn't "take." There is no problem with opening .jpg attachments; they open in MOPM without the dialog. What am I doing wrong?
