Not letting me set up pin and enable wifi

I recently built a PC and transferred the old SSD to the new one. It booted up and worked and loaded up like normal, but once it got to the part where I enter my PIN to sign in, instead of showing “Enter PIN,” it shows “Something happened and your PIN isn’t available. Click to set up your PIN again.” As I click “Set up PIN again,” it just shows the loading circle then goes back. So I reset the computer and tried again, but it then works and tells me to choose a Microsoft account.
