.NET Framework, Version=v4.8 is installed but I keep getting messages saying it is required

Hi, I'm running Win10 64bit and am having trouble with the .NET Framework.It is installed but when I start certain programs/applications I get a message saying,'This application requires .NET Framework, Version=v4.8'I'd be grateful for help with this issue.Thank you.
