Motherboard Replaced, unable to access Windows via MS account

I recently replaced the motherboard on a Dell inspiron, after the board was installed, I replaced the SSD. Entered in the bitlocker key and got to the windows login screen where it said for security reasons the PIN was no longer available. Clicking reset PIN did nothing, connected to wifi, still reset PIN did nothing. Tried Safe Mode with networking, same issue. As per other articles, attempted renaming the NGC folder under ServicePrpfiles to NGC.old. now when it boots it shows the MS account and Sign In. However, clicking it flashes for a moment then back to the lock screen. Same for Safe mod
