Is setting a default app classified as a customization option in Windows 11?

I'm currently working on an inactive windows computer, because I can't afford to buy a license at the moment, and as far as I know the only change is the deactivated "Personalization" settings, but when trying to set Firefox as the default browser, every tutorial online says that Firefox or any other browser should be in the list when in Settings > Apps > Default Apps, but neither Firefox nor Opera GX nor Chrome show up in the list.
