Installing Windows 11 from USB

[Windows Server]

Ryzen 7 7800x3dB650E-F w/ 2 1TB M.2I downloaded the Windows Media ran it and saved all the files to the USB (FAT). I am downloading it on the M.2 and when it restarts as it say it will during the install it restarts from the beginning prompts as if I never started downloading it. I have tried downloading Windows on both M.2s in the event one was broken without success.
