I Can't use sfc /scannow and can't use dism /online /cleanup-image /restore health and I can't install update windows

As I've stated above none of these work. When I try installing a windows update error code 0x800700c1 shows up. When I run the restore health The source files could not be found.Use the "Source" option to specify the location of the files that are required to restore the feature.
