I can't reset the password, the service is unavailable.

I created an account between 2018-2020 for Minecraft but kept forgetting the password and resetting it via my phone number. In 2022, I got a new laptop with a licensed Windows, but now I can't log in because the account is locked. When I try to reset the password, it says the service is unavailable. I remember the approximate password. What should I do? Or how can I reinstall Windows without knowing the password?
