I cannot change settings even though I am administrator of my personal laptop

I am trying to install the drivers for a video capture device to my laptop, running windows 11. It is my personal computer and the laptop recognises me as the administrator. However when I try to change the security settings (because the driver will not install) the toggle button is greyed out and I cannot toggle to change the setting.
