I am not able to change my pin in my windows 11 system, not only that my entire sign in options is showing that " it's currently unavailable"

I tried different methods to change my windows 11 pin, but none of them working, my entire sign in option is showing currently unavailable, I tried to switch into local account, restated multiple times, updated new versions, and also changed to administrative account from group, still it is showing the same, don't know what to do.
