How to make USB work at boot

[Windows 10]

I have Win 10 (22H2) with a Dell monitor. The monitor has a USB passthrough which I use for a keyboard, and an external drive. The mouse, which is a USB powered mouse, plugs into the computer. My problem is that when I first boot the computer, the mouse never initiates. I have to wait til the computer boots, turn off the monitor, then turn the monitor back on again before the mouse will work.
