How to factory reset a laptop without access to the admin profile?

I was gifted a hp pavillon laptop. I do not have access to the admin profile nor can I get in contact with the person. I want to factory reset the laptop to sell. I have tried the command prompt method through the Windows Recovery Environment, yet no new admin users are ever added to the login panel. I’m not sure where to go from here. Is there any way to completely restart the laptop without having access to the admin profile?
