How do I install a system backup from an external hard drive onto a new laptop?

Hi, I’m trying to restore to a system backup onto a new laptop from an external hard drive. In Control Panel, I can’t find an instal option or installer wizard. How do I install the system backup onto the new laptop? Thanks
