How do I get my windows coputer to actually send a verification code to email?

I am trying to set up a new computer and add my son as a user. It says we need a verification code, but it will not send one to his email address. There is no option to reset password or even use a password. It just says I need a code which it will not send. We have never had issues adding him to any other computer in the past. I have checked the junk mail and tried accessing the email on multiple devices, but no luck. It just isn't sending the code. I can't figure out why. The computer is up to date and online. I am use it to make this post. I have gone through all the troubleshooting suggest
