How do I fix this error when trying to install java?

[Windows Server]

I've been trying to install java on my computer, it says that it doesn't have a version of java installed when I run the uninstall tool (first thing I tried when I ran into this error). I've tried running the online and the offline versions, tried installing the developer kit, nothing has worked so far, it'll give me this error and then when I try and do anything else (either uninstall or try and install from somewhere else), it'll say that a java installation is already running. I can fix this from task manager, but there is never anything actually installing. I just keep getting this message
