fix error 651

I'm attempting to connect to a wireless router with a Win7 desktop.My Ethernet adapter is Intel 1219-VI need the internet connection to upgrade the OS.I get one of two errors:1) Wireless hardware not bound to transport driver.or,2) Intel diagnostics fail with Error 651.How do I resolve this?
