Excel query to create percentage inhaled breath from time points

In excel. I have a series of inspiratory data. Power is measured every 0.02 seconds. Each breath starts at the same point but finishes at a different time as no inspiration in this data set is the same length. How can I convert the data so that each inspiration runs from 1-100 (% of inspiration) rather than at time points so that each inspiration will start and end at the same point i.e starts at 1 and runs to 100.
