Error: 0xC1900101 - 0x30018 - the installation failed in the FIRST_BOOT phase with an error during SYSPREP_SPECIALIZE

When attempting to restore to a previous version, or update my operating system, the computer fails to update and instead turns off forcing the OS to revert back.I've consulted this forum before, and no unchecking all .NET components. does nothing.Trying to move forward in terms of update, or trying go backwards to a clean state both fail.
