How do I resolve the error “0x8007001F - 0x3000D The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation”.

I am trying to update my PC from Windows 10 Pro 22H2) to Windows 11 pro 24H2 and it repeatedly fails with the error “0x8007001F - 0x3000D The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation”. I have already researched this problem on the web and tried pretty much every troubleshooting step I could find, but without success.I have read that it may be a problem with user profiles, but I don't know what constitutes "corrupt registry entries" or "invalid files" nor how to fix them.
