Does anyone know why I cannot connect to wireless networks? Also why does my Ethernet cable not working?

I have desktop that does not connect to network wireless, so I had to connect Ethernet cable. Now Ethernet connection is not working but my desktop says I am connected. I cannot log into my Microsoft account either because no network. I somehow managed to download Google Chrome and works a bit sometimes but then suddenly stops working. I watch many videos on how to help like control panel, device manager, network settings, etc. I cannot seem to fix the issue at all, does anyone know how to help me? I also switched the Ethernet cable with another one and still no resolve.
