Desktop unaccessable + Setting cannot open + start menu and search bar cannot be use

I not sure my PC have what problem then it start fail and go into BIOS.after i exit the BIOS and the only changes is increase my CPU fan speedthe after restart my pc becomeesktop unaccessable + Setting cannot open + start menu and search bar cannot be use
