comupter uncommonly weirdly lag in some place,and feel not as smooth as past when scrolling,like frame rate drop.

hi.1.when i use notepad scroll in any where on my computer it's will lag once ,always,and in folder when i want scroll to the buttom or top in once (like you scroll very fast will go more distance) it will stuck in a place that near top or buttom ，if i am not touching the notepad it will lag 0.5-1 second then move to the top or buttom ，and if am touching it ，it will stuck in that stuck place as long as i still touch the notepad, when i release my finger it will then turn to the top or buttom.
