Change admin user on my laptop from one Microsoft account to another

I have two Microsoft accounts, I am deleting one account and keeping the second. When I registered my laptop and signed into Windows I did it under my "*** Email address is removed for privacy ***" Microsoft account as the admin user. I will be deleting that account and would like to transfer the Windows License to my new MIcrosoft account that is associated with "*** Email address is removed for privacy ***" and have that be the new admin user on my laptop. How do I do that? Thank you.
