Can I use a windows install usb to create a new partition and install windows on the new partition if the D drive is encrypted with bitlocker?

Can I use a windows install usb to create a new partition and install windows on the new partition if the D drive is encrypted with bitlocker? Or will bitlocker activate if I do this ?
