Zip issue: can't select destination and it ignores my selection of 7zip as default

Windows 10 worked, 11 does not. Every time I select all and compress to zip, there's no option to choose 7zip and windows picks the folder to save the zip in and zip file name. This is useless to me, and isn't how things are supposed to work. In W10, the zip file would be created at the root of the directory I'm in, W11 it creates it in the first folder. 7zip doesn't even open in this crap OS.
