Youtube Videos Keep Pausing with a 430MB/s dowload speed

I am having issues with youtube.com on an ethernet cable. I have the option to run 1080P or 1080PHD but the videos keep pausing to reload. The only option I can use is 480P. I have another computer that runs 1080PHD that is wired to the same WIFI Router that I am hooked to which has no issues. I get an average of 420MB/s download speed for both computers. I have no issues downloading a game from steam but when I watch youtube.com (even if I only have chrome open) it still has issues. I tried;Purchased a New Ethernet cable.Changed settings in chrome; --- Deleted browsing data, cookies and cache
