[Windows 10]

I got a new motherboard/cpu but now windows (windows10) says "your PIN is no longer available due to a change to the security settings on this device. click to set up your PIN again" but when I do it says I need access to internet but I can't connect to wifi because I'm not signed in to windows. I've tried booting into safe mode into the command prompt but it asks me to log in and won't take my password (even though I know it's correct because I logged onto outlook using the same @hotmail and password).I really don't want to reset my computer. Any help?
