'Your PC did not start correctly' infinite loop

The other day, I used a restore point due to me resetting my laptop a few times but still recovering old files (despite me COMPLETELY wiping my PC of files and reinstalling windows). I let the restore point load overnight while it was plugged in and when I woke up and decided to check on it, it suddenly just didn't work?I would then it on, and it would load for a split second. In that split second, the little loading circle would freeze and then my screen would quickly go black and then it says "preparing automatic repair". Another screen flicker and then it says "diagnosing your PC" and then
